It is concerning that there are land disputes and delimitation concerns in the Kurram district, and that with each new dispute comes the loss of numerous lives. When the dispute between the two tribes began this time, the participants deployed their typical heavy weaponry. Approximately 30 individuals died until Sunday evening as a result of the continuous conflict, according to numerous media reports. It is surprising that in this sensitive neighborhood, some people and groups are found with weapons as powerful as rocket launchers, but the government and institutions in charge of this, do nothing to combat these elements or make any staunch efforts to manage them. As a result, these types of circumstances develop regularly in Kurram, causing major challenges and uneasiness for local people. The tradition of attributing some occurrences to religious differences and tensions is fairly frequent. This time, some groups even claimed that the Taliban and others were involved in the situation. Not only had this type of situation occurred a few months prior, but there had also been two or three days of skirmishes on the Pakistan-Afghan border. At the time, key leaders and elders had asked for a ceasefire via a Jirga, yet the hostility persisted.
Moreover, there is no system of land registration and reforms in all tribal districts, including Kurram. Consequently after almost every third month, fatal situations occur, and instead of taking required precautions, the government takes action after significant harm has been done. Although district officials and leaders have launched a “post-disaster” discussion process, an adequate land record system and reforms are required to deal with such catastrophes permanently.
