Foreign diplomats are expected to respect the flag of the host country as a fundamental aspect of diplomatic protocol. This respect is rooted in international law, specifically the Vienna Convention on Diplomatic Relations of 1961, which emphasizes the importance of respecting the laws, regulations, and customs of the host nation. When representing their country abroad, diplomats must demonstrate cultural sensitivity and awareness of local traditions and symbols, including the national flag.
In practical terms, this respect is often demonstrated through gestures such as standing during the national anthem of the host country, participating in flag-raising or flag-lowering ceremonies, and attending official events like Independence Day celebrations etc. These actions signify the diplomat’s recognition of the host country’s sovereignty and commitment to maintaining positive bilateral relations.
A recent controversy erupted during Eid Milad ud Nabi celebrations in Peshawar when Afghan diplomats failed to stand during Pakistan’s national anthem at an event hosted by Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur. The Afghan Consulate quickly clarified that the diplomats meant no disrespect, citing their ban on their national anthem due to music.
However, many Pakistanis saw this as a breach of diplomatic protocol, sparking calls for action. Experts urged the government to declare Consul General Shakir persona non grata and expel him, while others suggested a formal démarche from Pakistan’s Foreign Ministry.
This incident adds fuel to the already strained relations between Pakistan and Afghanistan, complicated by security concerns and the presence of Tehreek-e-Taliban Pakistan in Afghanistan. Pakistan has long accused Afghanistan of providing safe havens to the TTP, exacerbating tensions.
Furthermore, Consul General Shakir’s residency status has been questioned, with reports suggesting he may be residing in Pakistan illegally.
On the other hand, Pakistan’s Foreign Affairs spokesperson, Mumtaz Zahra Baloch, has condemned the disrespect shown by Afghan diplomats towards Pakistan’s national anthem. Baloch strongly protested to Afghan authorities, deeming the diplomats’ refusal to stand during the anthem at an event unacceptable.
